Criteria for Selection of “Youth Pioneers Following Uncle Ho’s Teachings” for 2026
Title “T“Advanced Youth Following Uncle Ho’s Teachings” in order to promote and honor outstanding individuals in Study and follow the ideology, morality, and style of Chairman Ho Chi Minh; create a positive ripple effect and influence on civil servants, workers,团员, and students throughout the university.
– Has outstanding achievements in labor, study, work, and self-cultivation at localities and units:
Staff members and workers must have been evaluated at the level of “good performance” or higher in the most recent evaluation period.
Students must have a grade of Khá or higher in the most recent semester and in the cumulative academic results.
– Actively participating in the Youth Union, Student Union, Team, and groups; having good reputation and influence among团员 and youth; being recognized by the Party committee and unit leaders.
– Achievements considered from 01 tháng 6 year 2025 to 10 tháng 5 year 2026.
As of the time of consideration for commendation, the individual is not older than 35 years old.
Preference is given to individuals who are members of the Youth Union – Student Council; encouragement is given to exemplary models such as “Outstanding Youth Union – Student Council Cadres”, “Youth Cadres of VNU-HCM”, “Students with Five Good Qualities” from previous years, individuals who have received high awards in competitions at the city, national, and international levels in various fields.
Work duration at the school: minimum 1 year (calculated from June 2025)
1. MORAL GUIDELINES
– Strictly implement the Party’s guidelines and policies; the State’s policies and laws; the regulations and rules of the education sector and of the school;
– Being a role model of dedication, integrity, and lifestyle for colleagues and students to follow;
– Rated “Complete well the task until 2025; If a Party member, must be evaluated at the level completed the task well 2025.
2. TIÊU CHÍ CHUYÊN MÔN
⮚ For faculty/staff: DAchieve at least 01 of the following criteria:
+ Participate in at least 01 scientific research projects at various levels that have been accepted;
+ Have at least 01 research papers published in conference proceedings at the department or university level or higher, with ISBN or ISSN;
+ Have at least 01 scientific research articles published in reputable domestic or international scientific journals;
+ Directly guide graduation thesis topics or scientific research projects at the university level or higher for students;
+ Have specific innovations in teaching methods that create a positive transformation in student learning.
⮚ For staff and specialists: Achieve at least 01 of the following criteria:
+ Have at least 01 innovation, suggestion, or proposal for improving business processes, enhancing professional work efficiency, which has been applied within the year at the recognized unit (university level or confirmed by the unit’s leadership);
+ Participate and complete at least one professional training course, serving the school’s work and related organizations/units (short-term or long-term).
3. CONTRIBUTION CRITERIA
Achieve at least 01 of the following criteria:
– Participate in at least 02 activities of the grassroots Union or University Union or School Union initiatives;
– Participate in at least 01 community volunteer activity; excluding activities that only involve donations;
* Priority is given to individuals who have been awarded the title of Outstanding Young Cadre in 2025.
1. TRAINING CRITERIA
– Comply well with the Party’s policies, guidelines; state policies, laws; industry regulations and school rules, without being disciplined or violating student regulations.
– The latest training points for the most recent semester (Semester I of the 2025–2026 academic year) must reach at least 80 points 往上。
2. Learning Criteria
– Learning Points
Average grade of the most recent semester (HKI academic year 2025 – 2026) achieved from 75/100 or lên, in which no subject is below 50 points (including Physical Education, National Defense – Security and other non-graded subjects), No subject requests for deferred exam points (point I).
Cumulative Average Grade (as of the end of the first semester of the 2025 – 2026 academic year) achieved from 70/100 往上。
– Language proficiency (Requirements for students in their third year and above):
Complete the AE2 English class.
Alternatively, students can submit English proficiency certificates equivalent to IELTS 5.5 (either trial or official test).
3. CONTRIBUTION CRITERIA
– Actively participate in extracurricular activities / scientific research activities. Achieve at least 02 among the following standards:
(1) Is a member of the UVBCH Đoàn – Hội Khoa/BM or higher, a member of the BCN of various CLB Đội/Nhóm; or a member of the Organizing Committee of 02 programs at the Club/Department level or above (With confirmation letter from the Organizing Committee Chairperson or the relevant unit).
(2) Participate in at least 01 academic/skill competition at the Faculty level or higher, or participate in research at various levels.
(3) Participate in the Spring Volunteer Campaign or the Green Summer Campaign or any other two volunteer activities;
(4) Participate in at least 02 extracurricular activities at various levels (excluding volunteer activities under item (3), and excluding activities such as cheering, attending performances, or participating in TA classes, etc.). Examples: cultural exchange activities, sports events, skill workshops, knowledge contests;…
In addition, depending on other outstanding achievements of individuals, the Đoàn trường Thường Vụ will recommend or consider in special cases.

– Outstanding Youth Following Uncle Ho’s Teachings as a model in cultural, sports, and arts activities;
– Outstanding Youth Following Uncle Ho’s Teachings as a model in community activities;
– Outstanding Youth Following Uncle Ho’s Teachings as a model in integration activities.
1.2 For Staff and Employees:
– Outstanding Youth Following Uncle Ho’s Teachings as a model in scientific research;
– Outstanding Youth Following Uncle Ho’s Teachings as a model in cultural, sports, and arts activities;
– Outstanding Youth Following Uncle Ho’s Teachings as a model in community activities;
– Outstanding Youth Following Uncle Ho’s Teachings as a model in management and service.
2. Target – Number of Recipients:
2.1. Automatic Candidates: Staff, Employees, and Students who receive national-level individual awards will be considered as Outstanding Youth Following Uncle Ho’s Teachings models in the corresponding category of the award received.
2.2. Registered Candidates: Individuals who are to be awarded the title of Outstanding Youth Following Uncle Ho’s Teachings model must have received the title of “Outstanding Youth Following Uncle Ho’s Teachings at International University” for the academic year 2025 – 2026 and meet the specified criteria (See details below)
2.3. Number of Recipients:
– In the field of study and scientific research: no more than 05 outstanding models.
– In other fields: each field no more than 03 outstanding models.
– Each individual may only register for consideration as a model in one field.
3. Regulations on the criteria for the title of exemplary youth model following Uncle Ho’s teachings:
– Each field has specific criteria to demonstrate the exemplary and typical nature of the individual being awarded in that field;
– Each achievement is defined with an equivalent point value; individuals who receive the title of exemplary youth model following Uncle Ho’s teachings must meet the minimum point requirement set for the field being evaluated and are awarded according to the list of individuals ranked from highest to lowest points.
– In the case where there is no individual who meets the criteria for the title of exemplary youth model following Uncle Ho’s teachings in a particular field, the title for that field will not be awarded.

– Participation and winning awards in academic competitions, entrepreneurship, and creative idea contests (from third place onwards):
+ At the university level: 1 point per award.
+ At the VNU-HCM level: 1.5 points per award.
+ At the city level: 2 points per award.
+ At the central (regional) level: 3 points per award.
– Participation in academic competitions, entrepreneurship, and creative idea contests and winning awards at the international level:
+ Participation and winning an individual award: 3 points per award.
+ Member of a team that participates and wins an award: 2 points per award.
– Participation in research projects at various levels:
+ At the university level: 1 point per project.
+ At the VNU-HCM level: 2 points per project.
+ At the provincial, ministry level: 3 points per project.
– Being the author or co-author of scientific articles published in domestic and international specialized journals: 2.5 points per article.
– Having a presentation or introduction in international academic forums, conferences, and research seminars: 1.5 points per session.
– Having a presentation or introduction in domestic academic forums, conferences, and research seminars: 1 point per session.
– Points for evaluation of honors: minimum 5 points
** Students who have received the Saogiang Honor, 5-good students from VNU-HCM and above: 0.5 points (applied to all fields).

– Scientific research achievements: converted based on accumulated research hours at the university (recorded from the university’s system): 200 research hours = 1 point
– Points for evaluation of honors: minimum 3 points
** Staff, Lecturers who have received the Young Outstanding Staff honor at the university level and above: 0.5 points (applied to all fields).
